Our Mission

We believe experience is the most underused resource in Singapore.

We started HR Shared Services because two problems kept showing up side by side — SME owners struggling with HR they weren't trained for, and senior professionals whose decades of knowledge had nowhere to go. We built a bridge between them.

The Story

A social enterprise born from a simple observation.

Singapore's SMEs are the engine of our economy — but most of them run HR the same way they run everything else when stretched thin. The business owner handles contracts. The ops manager deals with disputes. Finance processes payroll. It works, until it doesn't.

At the same time, Singapore is home to an entire generation of experienced HR professionals — people who spent careers at multinationals, government agencies, and major enterprises — now retired or semi-retired, with knowledge that took decades to build sitting largely unused.

The Founder

A career built on making HR work for real organisations.

Meow Koon brings over three decades of hands-on HR and operations leadership across some of Singapore's most demanding corporate environments — from American multinational Eli Lilly to Japanese conglomerate Itochu Corporation, from government-linked advisory at the Tripartite Alliance for Dispute Management (TADM) to grassroots consultancy work with Singapore SMEs.

His career spans the full spectrum of HR — payroll and compliance, HRIS implementation, compensation benchmarking, workforce restructuring, employment dispute resolution, and corporate governance. He has secured government funding, deployed enterprise-wide HR platforms, and advised senior management on employment law at the highest levels. He has also sat on the other side of the table — working directly with SME owners and managers who needed practical HR guidance, not theory.

HR Shared Services is the culmination of that journey. It is Meow Koon's conviction — shaped by decades of experience — that the knowledge Singapore's senior professionals carry should not retire with them. That SME owners deserve access to the same quality of HR guidance that large corporates take for granted. And that there is a meaningful, sustainable model that serves both.

He established HR Shared Services as a social enterprise: a vehicle for seniors to contribute, for SMEs to thrive, and for Singapore's hard-won professional experience to stay in circulation where it is needed most.
